安全生產月|工業配電系統高頻隱患排查與標準化整改實務指南

六月全國安全生產月,核心宗旨在於查察潛在危險、堵塞漏洞、落實標準作業、防患於未然。在工業生產環境中,配電系統做為廠區動力核心,不僅是安全檢查的重點項目,更是電氣火災、設備停機、工安意外的高發區域。 June is the National Work Safety Month. Its core objectives are to identify potential hazards, eliminate loopholes, standardize operating procedures and take preventive measures. In industrial facilities, the power distribution system acts as the power hub of the plant. It is a key focus of safety inspections and also a high-risk area for electrical fires, equipment shutdowns and occupational accidents.

依據國家電氣施工與驗收規範、多年工業配電專案執行經驗,以及上千間工廠運維實務案例,我們彙整出一套可執行、可自主檢查、可改善的工業配電系統潛在危險查察指南。全文內容皆以現場實際運轉狀況為基礎,不誇大風險、不虛構問題,完整涵蓋匯流排、配電盤、線路絕緣、接地系統等核心設備,適用於工廠日常自主檢查、安監單位查核、年度改善等各類場景。 Based on national codes for electrical construction and acceptance, years of experience in industrial power distribution projects and practical operation & maintenance cases from thousands of factories, we have compiled a practical guide for potential hazard inspection of industrial power distribution systems, which supports on-site implementation, self-inspection and rectification. All content is compiled in accordance with actual on-site operating conditions without exaggerated risks or fictitious problems. 一、匯流排系統:常見潛在危險與標準改善作業

I. busway System: Common Potential Hazards & Standard Rectification Practices

匯流排為大電力輸配電之核心設備,長期在滿載、高溫、潮濕、多粉塵的環境下運轉,容易發生接頭鬆動、溫升異常、絕緣受潮、防護失效等隱憂,也是多數工廠巡檢作業中容易忽略的重點。 As the core equipment for high-power power transmission and distribution, busways operate continuously under full load, high temperature, humidity and dusty conditions. They are prone to hidden risks such as loose connections, abnormal temperature rise, dampened insulation and failed protection, which are often neglected during routine inspections in most factories.

1. 主要常見潛在危險

1. Major Common Potential Hazards

接頭溫升過高:熱脹冷縮造成螺栓鬆弛、接觸電阻上升,長期運轉引發局部過熱,為匯流排最常見故障。 Excessive temperature rise at joints: Thermal expansion and contraction loosen bolts and increase contact resistance, resulting in local overheating during long-term operation. This is the most frequent fault of busways.

絕緣效能衰退:傳統絕緣材質易吸濕、累積粉塵並逐漸老化,每逢雨季或處於潮濕廠房,絕緣電阻值便無法符合標準。 Deteriorated insulation performance: Traditional insulating materials tend to absorb moisture, accumulate dust and age gradually. The insulation resistance will fail to meet standards in rainy seasons or humid workshops.

防護密封失效:外蓋鬆動、密封膠條老化,粉塵與水氣侵入設備內部,進而產生沿面放電、漏電等危險。 Failed sealing protection: Loose covers and aged sealing strips allow dust and moisture to penetrate the equipment, causing risks such as surface discharge and electric leakage.

配線與擴容作業不當:密集佈設未保留散熱空間、超載運轉、插接箱接觸不良。 Non-compliant layout and capacity expansion: Dense installation without reserved heat dissipation space, overloaded operation and poor contact of plug-in boxes.

2. 實地查察方式

2. On-site Inspection Methods

紅外線溫度檢測:針對接頭、轉角段、變徑段、插接位置重點檢測,國家規範溫升上限為 70K,超出即屬危險狀況。 Infrared temperature measurement: Focus on joints, corner sections, reducer sections and plug-in positions. The national standard limits the maximum temperature rise to 70K; any excess is deemed a hazard.

絕緣電阻測試:設備停機狀態下使用 1000V 高阻計量測,線間、線對地之絕緣電阻需達 0.5MΩ 以上才算合格。 Insulation resistance test: Conduct the test with a 1000V megohmmeter when the equipment is shut down. The insulation resistance between phases and between phase and ground shall be no less than 0.5MΩ to be qualified.

外觀與結構檢查:確認外殼無變形、密封結構無損傷、伸縮接頭安裝完備、支撐吊架牢固無鬆動。 Visual and structural inspection: Verify that the enclosure is free of deformation, sealing structures are intact, expansion joints are properly installed, and supports and hangers are firmly fixed without looseness.

插接單元檢核:插接箱確實卡合、扣環確實上鎖,無接觸不良、氧化變黑之情況。 Plug-in unit inspection: Ensure plug-in boxes are fully engaged with latches securely locked, with no poor contact or oxidation discoloration.

3. Targeted Rectification Solutions

配電盤是配電系統的控制中樞,故障成因多為零組件老化、散熱不良、二次配線不規範、保護設定不符負載、運維紀錄不全,亦是安全檢查中主要缺失項目。 Distribution panels serve as the control hub of power distribution systems. Most faults are caused by component aging, poor heat dissipation, non-standard secondary wiring, mismatched protection settings and incomplete operation & maintenance records, which are also major deficiencies in safety inspections.

1. Mandatory Common Potential Hazards

盤內累積大量粉塵、通風口堵塞,高溫期散熱不足,加速零組件老化。 Excessive dust accumulation inside panels and blocked vents lead to insufficient heat dissipation in hot weather and accelerate component aging.

斷路器、電磁接觸器長期使用產生燒蝕與氧化,保護設定與實際負載不匹配。 Circuit breakers and magnetic contactors suffer ablation and oxidation after long-term operation, while protection settings fail to match actual loads.

二次配線雜亂、線號脫落、端子鬆動,易造成設備誤動作或該跳脫而未動作。 Messy secondary wiring, missing wire numbers and loose terminals may cause incorrect operation or failure to trip.

接地、跨接作業不確實,導致緊急保護、漏電保護功能失效。 Non-compliant grounding and bonding result in malfunction of emergency protection and earth leakage protection devices.

2. 標準改善執行方式

2. Standard Rectification Implementation

定期清潔與通風:每月清除盤內粉塵與雜物,維持散熱通道暢通,配電室溫濕度需控制在國家規範範圍內。 Regular cleaning and ventilation: Remove dust and debris inside panels every month to keep heat dissipation passages unobstructed. The temperature and humidity of power distribution rooms shall be kept within the range specified by national standards.

複核保護設定:依廠區實際負載,確認斷路器、保護器之動作設定,避免超載未跳脫或異常跳脫。 Recheck protection settings: Verify the tripping settings of circuit breakers and protectors according to actual on-site loads to prevent failure to trip under overload or accidental tripping.

二次迴路檢測:確認線號完整、端子鎖固確實,測試指示燈、警報、連鎖功能運作正常。 Secondary circuit inspection: Confirm complete wire numbers and firmly tightened terminals, and test the normal operation of indicator lights, alarms and interlock functions.

接地系統查驗:盤體、盤門、金屬構件之接地與跨接完整,低壓系統接地電阻須低於 4Ω。 Grounding system inspection: Ensure complete grounding and bonding for panel bodies, doors and metal components. The grounding resistance of low-voltage systems shall be less than 4Ω.

配合安全檢查規範,務實升級原則如下: In accordance with safety inspection standards, the practical upgrade principles are as follows:

將絕緣老化、受潮嚴重之匯流排段落、裸露銅鋁排,更換為流動浸漬絕緣系列產品,強化絕緣與防護能力。 Replace busway sections and exposed copper-aluminum busways with severely aged or dampened insulation with fluidized immersion insulated products to enhance insulation and protection performance.

針對負載失衡、頻繁跳脫之電路,重新規劃負載分配,搭配適合之盤體與保護零組件。 Optimize load distribution for circuits with unbalanced loads and frequent tripping, and adopt matched panels and protective components.

預防重於搶修:高溫、雨季、生產旺季提高巡檢頻率,提前查察溫升、絕緣、密封狀況,禁止設備帶故障運轉。 Prevention precedes emergency repair: Increase inspection frequency in hot seasons, rainy seasons and peak production periods. Check temperature rise, insulation and sealing conditions in advance, and prohibit the operation of faulty equipment.

規範重於設備:再優良的設備,也必須配合標準安裝、定期複檢與正確操作,嚴禁私接電路、超載運轉、故障狀態下送電。 Standardized operation matters more than equipment quality. Even premium equipment requires standardized installation, regular rechecks and compliant operation. Random wiring, overloaded operation and power transmission to faulty equipment are strictly forbidden.

追溯重於改善:每一次異常、跳脫、發熱狀況,皆須詳實記錄並追查原因,完成改善作業追蹤,避免相同隱憂重複發生。 Traceability precedes rectification: Record and investigate every abnormality, tripping and overheating in detail, and follow up on rectification to prevent recurrence of similar hazards.
